Do these two rings have to be forced down over the stem of the Key & Stem Assembly and into the groove on the circumference of the stem? If not, where do they go?

Hi Tom, The O-ring will have to be lubricated then slipped down the shaft into the grove, the spacer is a "c" clip so you can open it and place it into the grove.
