Yes it can .A simple trimming to size would be necessary to remove any excess fabric.

Can this liner pad be used on a 10 foot pool by either cutting it to size or putting the
excess up the side walls of the pool liner?

Yes it can, a simple trimming to size would be necessary to remove any excess fabric just leave it a little bigger so you can have excess for overlap.
