How does your Heater part # 9141A differ from your Heater part # 9141-010 ? There is almost a $100 difference yet they look the same-

Hello, the 9141-010 does not include any cords, while the 9141A does.

Is this a complete heater for an above ground pool and what voltage and amperage does it require?

No, this is not the correct heater for an above ground pool application as it is not outdoor rated. to size a pool heater there is a mathematical formula. L x W x average depth, you also need to know what kind of temperature rise you expect to get and how quickly you need the temp to rise. you also need to know whether there is a pool cover on it.
