Can this newer model seal plate be put on an older (prior to 2004) pump and if so what other parts (if any) need to be upgraded to make it work

Yes, you can use seal plate 3260-77 (ax5060b2) your older (prior to 2004) Hayward 5060 booster pump. The only other part you would need to change would be the ribbon gasket which is part number 3260-81 (AX5060J).
