Will this work in near freezing conditions?

According to the manufacturer, this patch can be used in cold weather howvever if the temperature is 32 - 40 degrees F, it will take longer to set than it would in warm weather.  If the temperature is below 32 degrees, they recommend warming the area with a heat gun or blow dryer (it does not have to be hot, just warm).

Is this a patch to repair the vinyl liner of an above ground pool? Can I repair underwater?

The kit you would need to repair a vinyl liner underwater would be the EZ Patch 28.

No, it cannot be installed underwater; the pond liner would need to be removed from the water to be repaired.

Yes, the 22018 Pond Liner Patch is designed to work with EPDM pond liners.
