Aqua Rite Salt Gen 2006 Vintage

I need help with an old salt water chlorinator, model AQ-RITE-x283. Power checks out correctly. The display works but the pwr on LED is no longer illuminated. The display cycles correclty through the menu items. However, the voltage and current readings are zero. the temp, avg salt water level and rev. number display correctly. I replaced the T15 cell in 2013 with a geniun Hayward replacement cell.  Do I have a PC board failure or is it time to replace the T-Cell again?  Thank youn Jim

I cannot tell if the cell is generating chlorine because I recently shocked the pool. At that time, I cleaned the T-Cell and it was working properly.

The symptoms and diagnostics point to a bad cell. The salt cells, on average, last 3-5 years.
