I replaced the failed PCB with PL7100. Despite going through the rest on the salt reading it only reads 1900-2000 PPM when strip test show 3200-3300 PPM. Salt cell observed bubbling in a bucket before reinstalling. Its age is unknown but visually clean.

If you have recalibrated the salt then what you are describing is commonly due to a cell that has failed or is failing. When the amperage is showing low as the average range is about 20-30 then we recommend having a test done on the cell. There are local retailers such as Leslies pools or Pinch a Penny that have been provided with a test panel for those cells. When a cell goes bad they will not read the salt level correctly. The average call lasts between 3-5 years.
