Brand new pool pump wont start

Me and my husband have worked for 2 years putting in our own pool, retaining wall and natural stone patio. Today was the first time we have filled our pool. When the pool pump was delivered by UPS last year the capacitor cover was partially off the pump (slightly bent and out from under one of the cover screws). My husband said no problem and managed to get the cover back in place and screwed down. But it then sat on our porch until this last week when he finally plumbed in the heater, filter and pump. Today we filled the pool but the pump motor clicks about every 10 seconds but never acutally comes on. It does not hum or anything. Just makes one click sound and then nothing for 5-10 seconds and then makes the same clicking sound again.

Would this be a bad capacitor or some other mistake made by my husband?
