Hayward SWP940 Power Issue

I just had the SWP940 installed. I had the ONCOM system installed with solar 3 years ago. I also have a 2 speed pump. My problem is that when the pump goes to low speed, the SWP940 goes dark. It only gets power when the pump is on high. This defeats the purpose of having a high efficency inverter pump. My installer says this is normal and Hayward is no help. They tell me to contact other installers for technical advise. Is it true that the salt chlorinator will only power on with high speed? The SWP is set up to be controlled within itself and not use the ONCOM settings. I think the installer doesn’t know what to do and won’t admit to it. Please let me know what the truth is.
