Heating system not getting fully filled with water.

I did not purchase my pool heating panels from you, but I am wondering if maybe you would be willing to answer a question.

I have two heating panels, each 20 feet long.  My husband built a plywood frame for them.  They are at a 38 degree angle and the top, at the return valve, is about 8 feet off the ground.

There is not water at the return valve.

Might you have any suggestions?
