Does this deck flange have the hole in the bottom of the flange the 1 15/16" ? My existing ones are plastic and the hole is on the bottom of the flange. This allows me to slide the new flange over the existing leg. Then mount to concrete with the 4 outside anchors.

Hello Steve, I researched this Slide Flange and found no indication there is a hole in the center bottom. The Flange is designed to be anchored to the deck, the rail dropped in the center, and then a bolt through the rail to secure it to the flange.
