Yes this would work in a concrete spa, you would open and close the suction of the main drain by using a Jandy Valve which you may view or purchase here http://www.inyopools.com/valves_jandy.aspx You would plumb the Jandy valve into your plumbing and by opening and closing the valve you could adjust the amount suction from the drain.
