Jeff, The liner would need to be installed first then you would install the liner lock.

Yes, The liner lock can be used to fix liner pop outs.

This comes in a roll of 120' and measures .120" thick

Hi, William. Liner Lock does have ridges that are used to lock it along with the liner in place. A rubber mallet may not be required but can be used.

My liner keeps popping out and I went to local pool store and bought a section of liner lock that looks similar to this but it wont fit when I try to pop it in the space is too small, I currently have large tooth picks wedged in and cut even every 6 inches...do I need a thinner liner lock or am I doing something wrong? Thank you

Hi, Frank. It's hard to confirm if you're doing something wrong without seeing what you've done. Liner Lock is very simple to use and install. Please provide some pictures.
