My chlorine always seems to be low no matter when I test it. What can cause this?

I would recommend checking the Cyanuric acid levels and adjusting if necessary. Cyanuric acid (conditioner) protects the chlorine from being burnt out by the sun.

how does this product compare to the Regal Brand stabalizer & is this product recommended for saltwater pools?,

Hi, Robby. I'm not familiar with the Regal Brand stabalizer. This product has 99% Cyanuric Acid with 1% other ingredients.

Cyanuric acid or chlorine stabilizer will maintain potency indefinitely, even if it absorbs moisture. It is advised to label the container as Cyanuric acid or chlorine stabilizer as labels could fade over time.

After adding, how long do I have to run my pump for?

The best answer I have for this is the pump should run until the Cyanuric acid or chlorine stabilizer is dissolved.  So it is possible to do this while running your pump on a normal 8 hour schedule.
