My question is regarding the bottom step. The step that sits on the bottom of the pool, can it move to adjust to a slight incline of the pool bottom? Do you need to fill this ladder with sand or can it just be anchored by water?

The ladder you are interested in can be adjusted to fit a small incline on the bottom of your pool, up to 15 degrees one way or the other. Also, the bottom treads are concave in shape, which will help in this manner. The ladder is required to be fastened directly to the pool structure and deck surface for greater stability. Numerous fastening locations are provided for installation flexibility. The in-pool ladder includes a top platform in order to protect the top rail of the pool.

What are the dimensions of the steps and top platform?

The ladder treads (steps) measure 17¼" wide x 3½" deep. The tread rise measures 10¾" high. The top platform measures 18½" wide x 11½" deep. All treads and top platform are anti-skid.
