How do you know when the valves are open or closed?

For the two-way valve, the valve will be closed when the handle is turned perpendicular to the incoming and outgoing valve.  The valve will be open when the handle is parallel to the openings in the valves.

I would like to know what part needs replacing when I have a small amount of leak-by?

The part likely causing the leak is a bad diverter; the replacement Pentair Diverter is part number 270075.

Are you sure about open and closed? My valves are closed when the handle is parallel to the incoming and outgoing pipes and the word "CLOSED" appears over the outgoing pipe.

Ken- You are correct, they had it backward. If the handle is in the middle, or perpendicular as in the second picture, the valve is open. When it is inline with the pvc, or parallel (first picture), it is closed.
