Can this be used in a concrete/gunite application?

Yes it can be used in a concrete/gunite application. Normally in that situation, it would be for a small fountain or water feature. If this a traditional inground swimming pool then we would suggest a Top Load Hayward Skimmer.

Does this replace a SP 1099A? Also, does it come with a gasket and bolts?

This 510-1501 model Front Access Skimmer cannot be used as a replacement, use P/N SP1099S.
