Is water so pose to come out of the air release value

Water will come out of the air relief valve when it is open and all the air is displaced from the filter. It is not supposed to have water coming out of the valve when it is closed. If that is the case with your equipment, you would need to replace the air relief valve.

how does the air release valve come out to put the o-ring on it only unscrews so far

Hi, Betty. In order to replace the o-ring or remove the entire Air Release Valve, the Lid will have to be removed from the lower half, flipped over in order to get access to the valve.

This is a super easy fix and not very expensive. The old relief valve will turn right out of the threaded holder. Then simply insert the new valve. It will snap in place with the split "wings" that compress and then spring out to hold it.
