Hi, It is to release any air that can get trapped when attempting to submerge the vacuum that can cause your pump to lose prime during vacuuming.

I want to know best head for a pool seven foot deep and one that is heavy enough to stay on bottom. I don't want a cheap one.

Hi, Gary. I would recommend either the 14 in. Commercial Flexible Vac - 130021 or the ProVac Series 14 in. Commercial Vacuum - R201276 if you have a concrete surface pool. For a Vinyl or Fiberglass surface pool, I would recommend the Clear Triangular Vac Head-Deluxe - NA310 or Deluxe Transparent Vacuum Head - 140010.
