Is sand used to weigh the ladder down? If so, how?

It has weights that need to be attached to the ladder. Here is a link to the owner's manual that will help give a better idea on how the ladder is installed in an above ground pool. Premium Above Ground In Pool Ladder manual

Will this step / ladder work with a soft side or Intex pool?

This particular product will not work with a soft side or Intex pool but we do carry this ladder which is specifcally designed for Soft Sided and Intex pools http://www.inyopools.com/Products/06300025046293.htm

The 200400T 36" Dual Handrail Drop in Step/Taupe has a ballast tray designed to hold ballast bags filled with sand. You would need approximately 125 lbs of sand to keep the step in place.

is the ladder height adjustable so the bottom step will touch bottom of pool or does the handrail at deck adjust to proper height?

Ben, the Vinyl Works Premium Above Ground In Pool Ladder - WHITE is adjustable to fit above-ground pools from 48" to 56". The handrails are not adjustable.
