Is this 2'' slip flange strong enough for use for hand rail?

Hi, Lee. This flange is not designed to work with Hand Rails.

so the in side of hole were pipe goes is 2 inches

Hello Jose.  The "in" (slip) side of this flange is 2" in diameter.
