I'm trying to get a snap on face plate off of a Hayward skimmer faceplate. Seems stuck on . Is there an easy way to pop it off so that I can inspect the screw on faceplate underneath this snap on cover?

Frank, You can try using a flat surface tool to try to remove this cover, usually it's not hard to remove this cover.
