My Raypak 5.5 KW heater element has failed and I need a replacement. The element's gasket has warped as well. Does this item element comes with the gasket as pictured or must it be purchased separately?

i put a volt tester across the 2 leads and it shows that i have power and yet the heater is not heating the water does this mean that the element is bad
