When I loosen my locking knob on the top of my filter the lid doesn't come off. Is this part cx900j the problem?

Yes. If this e-ring is broken off then when the knob loosens it is not holding the lid to the knob aswell. The e-ring must be slide onto the under side of the knob keeping the lid connected to it.
