Allan, The plugs are used to close one of the skimmer ports while vacuuming.

can this be used for relief plug at bottom 0f in ground pool? does it have a gasket?

Hello Elmer, I would look more towards a Hydrostatic Relief Valve you can click here to see all of our options for zero entry 0ft. It does have a gasket that comes with.
