Are the nuts available that these bolts screw into?

The nuts that the screws go into are part of the cleaner body. There are 2 ways to get the body, with all the internals or without. The part number WITH internals is 896584000-686. WITHOUT is 896584000-792.

The bolts seem very tight, do they loosen the opposite of normal?

Hi, Ken. The Screw does remove using a counterclockwise rotation.
