After-Market PVA Brushes by AquaQuality for Blue Diamond & Ultramax (Pair)

I replaced the PVA brushes on my Blue Diamond Pearl last week.
It seems the brushes are still not fully saturated. Is this possible?
It has been in the pool for five days, but it still has not sunk to the bottom.
It works when you turn it on but it only skates around the surface.
What can I do to get it to submerge again?

Push the pool cleaner to the bottom of the pool and a keypad and let it settle all the way down to the floor and in turn on
