If using in Houston TX in 80 degree weather how much will it raise pool water temperature?

It may boost the temperature a couple degrees. However, the solar blankets are not designed to heat the pool. They are designed to retain heat the pool gets from the sun during the day. It works by preventing evaporation at night. Evaporation is where heat is lost.

My pool is 13'-1 1/2" x 30' and it's not oval it's Rectangular, will this one cover good?
