is this a replacement for the idlign1930 I have an h400idl hayward heater

Hi Tom, yes this would be the correct part, sometimes Hayward omits the X when they stamp the part numbers on there Parts.

How would I determine if a new ignitor is likely to be necessary and sufficient to restore normal heater (H400IDL) operation?

Check for continuity on the two wires that go out to the ignitor it should come back with a reading. It should change from OL or 1 to a number. Meter would be set to the Horseshoe shaped setting on the dial. The one that makes the meter go beep when you touch the two leads together.
