cannot get the locking ring to turn. It does unscrew counter clockwise

Is the top seated correctly? Did you lubricate the oring on the top? Has the threads on the body or lock ring become stripped? If either are you would need to replace the damaged piece.

if it will turn left then it sounds like it may be cross threading. Check the threads on the nut as well as the lid o-ring.
