Does the p[ool level need to be lowered to use this product?

Hi. Yes, the water level will have to be lowered below the tile in order to use this product.

Does this product effect the PH of the pool? Can I put in a spray bottle and spray in the areas needed around the pool to remove scum?

Yes, it would affect Ph, you want to lower water and clean area, no you do not want to put it into a spray bottle.
