For the 4 pack, Bottom & Top Rim Regular Champagne 55-1/4" (4-PACK) - 1525524-PACK4
it says "bottom rail". Are the bottom and top rails interchangable?

On most pools, part number 1525524-PACK4 is only used as the bottom rim. On pools like the Azor and Revelation, it is used as both the top and bottom rim.

Will these work as top rims for a 21 ft Simbio Vogue above ground pool?
