Since this fan is outdoor rated, does that mean it can get rain on it & it will not be affected? Does a filter come with it to resolve hard water & particle problems? does it oscillate or do you sell an outdoor that does oscillate? What is the approx temp drop from using this misting fan? How far away from the fan does one have to be to NOT GET WET?

The fan is outdoor rated.  (Probably would not suggest running it if it is getting wet.)  Filter can be purchased separately.  The fan does not oscillate.  If you are using a pump with the fan, you will not get wet.  If you are using hose pressure, you will want to make sure the fan is not directed at anything that cannot get wet.  It still mists well, but there may be a little moisture.

Does this fan oscillate and is it noisy?

This fan does not oscillate.  According to the manufacturer, the sound level is comparable to a common household fan.

Is the bracket on the back of the adjustable? Can I remove any of the 4 nozzles if I am getting too much mist coming out of the fan?

The bracket on the back of the fan adjust 360 degrees. The nozzles can be plugged off using the nozzle plug located here >http://www.inyopools.com/Products/17800029047716.htm

I was wondering if this can be hooked up to a booster pump (Home Depot purchase, probably 120 PSI) without it blowing out the connections or nozzles? And how much area does this cool? Was looking to cool a 300 sq ft patio here in AZ.

Yes, the fan can be hooked up to a pump.  it is always good to atomize the water as much as possible for better cooling.  In fact, our systems are rated for 1000 psi.  I don't know about the 300 sq ft but the fan has 3 speeds and will blow out about 20 ft away.  they have great results in AZ.

Does this misting fan hook directly to a hose? If not, what is the water source? Is there a pump you sell for this fan?

Yes this misting fan can be hooked to a hose, but it has better evaporative properties with a pump to atomize the water. We do sell various misting pumps here.

Is there a stand available to mount the misting fan on?

Not for this particular misting fan.  We do sell one that is set up with a stand which is the Aeromist Portable Oscillating Fan 36".
