How do I replace bulkhead O-ring for this part? Are there any special tools required for job?

There is no special tool needed other than whatever wrench was used when it was installed. Some use a strap wrench. The wrench that is listed is for the drain plug and the pipe connectors are larger than that. Other than unscrewing them and replacing the o-ing and putting lube it up, there is nothing else that is special about it.

does this come with all needed o-rings? Same question if I purchase the new multi-port valve(261177)??? can I buy both of these products and just install?

Will this fit the old NFS 60? Not the NFS Plus.

I believe you meant FNS60. No, it cannot be installed with the FNS models. Part #195216 Standpipe, Pentair PacFab FNS 60/FSH 500 has been discontinued without a replacement.
