How does this part (25021-0004) attach to the air bleed tube (25021-003)?

Hi, The Air Bleed Filter just slides on the the Air Bleed Tube.

there is no suction in the skimmer

Hello, there can be a number of reasons why a pool pump may be losing suction. Most commonly it has something to do with a pump-priming issue. Here is a guide that we put together called "How To Determine Why a Pool Pump Won't Prime" that may assist.
