how does the impeller come off

After disassembling the pump, you need to hold the shaft steady at the rear of the motor using a wrench and then you can unscrew the impeller from the shaft.

If I need impeller for ultraflo pump does the rating go by the motor size I have a 3/4 hp motor 60hz

Hello. The American Products Pool Pump model Ultra-Flo pump impeller is mated to the motor horsepower. The 3/4 HP Impeller v38-123 is the correct replacement for your 3/4 HP motor. Impeller, 3/4 Hp (v38-123) It is recommended that the motor shaft seal, seal plate gasket, and diffuser o-ring be replaced concurrent with the new impeller.
